The brief
Redefine the infrastructure narrative across an entire region’s health and social care system and create a unified, long-term strategy that aligns wellbeing, sustainability, investment, and digitisation across multiple places and providers.

What we did:
Most of what we found was nothing to do with a lack of ambition, but that genuinely connected infrastructure decisions - estates, digital, workforce, community assets -were being made inside separate organisational silos, despite being shaped by the same underlying system pressures.
We helped established a shared regional language that connected local priorities to national objectives - shifting the system away from isolated asset management toward a unified framework where health, housing, digital and wider partners could all work from the same long-term direction.
The strategy that came out treats infrastructure as a system-wide enabler rather than a collection of separate assets. It's built to guide decisions across multiple organisations and places for the next fifteen years - not just one capital cycle.
